6. NATURE AND MAIN OBJECTIVES.

The Institute for Nicaraguan Studies (IEN) is a Non Governmental Organization, with indefinite duration, non profitable, dedicated to the investigation and committed with the democratic governability of Nicaragua, with the consolidation of peace, effective democracy, human rights and polices that promote equality of opportunities and social justice, as well as the development of specialized investigations.

Its legal status was approved by the National Assembly the thirty first of March in 1990, published in the official gazette newspaper No. 68 on April 5 1990. Its statutes were approved by the Ministry of Government on June twentieth 1991.

IEN Main objectives.

1) To contribute to the objective understanding of the Nicaraguans socio-political and economic dynamics, starting from the historical factors that have generated that dynamics and to generate information that contributes to process of national consent.

2) To contribute to the consolidation of democracy and democratic governability through the generation of essays, seminars and investigations of public opinion on political, economical, social and institutional aspects.

3) To contribute to the encouragement of the right state, the full validity of human rights, democratic political culture, justice, through the generation of essays, seminars and information of public opinion related to those topics.

4) To contribute to the civic participation in national and local activities, through investigations, seminars and support to the process of local agreement.

5) To contribute to the methodological development of the social sciences in Nicaragua, specifically in the quantitative and qualitative integral investigation areas, training and the diffusion.

6) Realization of investigations or specialized consultancies.

9. IEN MAIN PROGRAMS


1) Construction of peace, democracy and human rights in Nicaragua. Developed through an educational package ( base and methodological document) applied with work-shops in the whole country through a National Network of Multipliers for Peace, democracy and human rights, diffusion and evaluation.

2) Construction and development of the democratic governability. Developed through investigations of public opinion, diffusion of results, essays, seminars with participation of the State, political parties, universities, NGO's, unions, companies.

3) Promotion of the civic participation at national and local level. Developed through investigations of public opinion, diffusion of results, essays, seminars with participation of the State, political parties, universities, NGO's, unions, international organizations interested in the question.

4) Promotion of transparency, responsibility and integrity. Developed through investigations of public opinion, diffusion, essays, seminars.
Additional to those four main programs, IEN sometimes carries out surveys or investigations to proposals to other organizations or for demands of service. This type of investigative services arises with entities with which we have worked, for reference of other institutions or for competition or qualification of technical – financial proposals.

It has an account program on-line denominated Computer Account Program that is patented by Analysis and Systems CORP. (ASIS).

10 ABOUT THE MAIN IEN METHODOLOGIES

The methodologies that IEN applies in their main activities are: 1) investigations and/or studies and 2) training. For the investigations and/or studies we use the investigation – action methodology ( investigate to act) and for training we use the learning – action methodology (learn to act).

For projects that combine investigation and training, the methodological support combines and supplements. It is attached as informative ways, a triptych that contains " Methodologies, techniques and services of IEN about Nicaraguan public opinion."

The methodological strategy consists on carrying out intensive interviews, work-shops of focal groups and studies of municipal and/or sectoral cases as quantitative techniques to identify and analyze the outstanding dimensions of the investigative problem.

Later on, national surveys and/or local polls are used as quantitative techniques to measure the identified qualitative dimensions, as well as their territorial distribution and for outstanding social groups (demographic, social, cultural, political, economical or average of consumption, etc.).

As the surveys only give answers to the questions that we outline, the qualitative techniques are essential to assure that we are outlining the most productive questions from the point of view of the existent opinion currents among the population that is investigated.

The analysis style consists on considering the positions and majority tendencies, but also the minority ones, and even those of very low frequency that contain information and perspectives that offer light on the problem of investigation from the qualitative point of view.

It is clear that the techniques of the integral methodology can also operate separately, to solve clearly identified investigative problems.

You can use one or more of the qualitative techniques when what interests is appreciations from that type to depth. For example, the use of focal groups to verify to depth reactions to propaganda elements, methods in the social demands, etc.

Likewise the quantitative techniques as the surveys and the polls can be applied directly when there is certainty on the dimensions to investigate or when these are already determined by pre – established designs.

The analytic techniques can achieve a deep critic to certain document or group of ideas pervious to its launching.
